Anecdotal Evidence...

For what it's worth, I think your point about the likelihood of Spanish-only speakers going online is the biggest factor.

The Bush campaign spent a great deal of time and money building out a separate instance of our website with a great deal of content in Spanish only. Unlike most campaigns who offered a Spanish language version of their bio, a couple of policy piseces, and a news release or two, we were doing exclusive videos in Spanish, put up Spanish versions of our ads, and had invested in a lot of unique content.

The net result was the Spanish language portion of the site got almost no traffic at all. Over the course of the entire campaign, it attracted only one contribution through the Spanish language version of our contribution page.

I have heard from many others in online politics that the "En Espanol" section of their website is infrequently (if ever) accessed, and serves largely to allow the candidate to say they have a Spanish language version.

People who speak both English and Spanish I suspect are more likely to visit the English version because, as you say, that's the de facto standard.
